ADD: Added an OCR command.

ADD: Added a suggestions command. Ported from TacoBot.

CHG: Huge codebase cleanup, especially in commands like Message

CHG: All remaining things that used WebClient now use HttpClient

CHG: Updated most libraries to their latest, or close to latest, versions

CHG: Changed quite a bit of text in some commands

DEL: Removed an unused command category (Misc)

SR: Add OCR 39ee95e396

ADD: Added an OCR command. This is part of the goal to reduce as many bots in my discord as possible, to hopefully only just 3 (the chat relays and HBot). This specifically is working towards replacing NotSoBot.

CHG-TMP: Temporarily changed the connection URLs to local ones. I will revert this when the update is ready to be rolled out

CHG: Bumped version number to 1.9.0
